In my opinion the perfect combination is that the boxer is M. Bison, Vega is the Spanish claw guy, Balrog is the red powerful guy. They probably got it wrong with Vega and Balrog. They might have wanted to fix it but accidentally included the boxer. I don't think USA was already a lawsuit country during that time.

I think Toriyama thought about it at certain points, but I feel he wrote himself in a corner with Gohan. Usually in the story he has someone work hard and achieve a level of success, however with Gohan he wrote too many instances where he got a powerup through just being angry. In the story it made loads of people reading/watching feel this power came across as unearned
