Before few times got rewards I loved to get Raiden and max it out but never give till last week when I maxed Raiden with elemental warriors pack and rewards became just that one

IJ 2 raiden 2 cards super bro iam just stucking for ages in fusion 7 just yesterday got my fusion 8 in first pack although i don't have souls to open this pack iam grinding now hope i will max him.💗

I was going to stop at second three I opened but as you said I though I may get two more and max him as he will carry on my account through the towers but unfortunately was 24 opening of it wasted but I will get him soon from this pack or few others which have him. So must be easy to max him.

If you check my tower Final battle he helps a lots really I could finish 200 normal tower in 3 tries just because of his abilities. As I could kill Shang Tsung by bring him with Tremor and after snare him by Raiden and after finishing him at first try but unfortunately I did not record it but I will do in my final round.
