Fr I have a question, if God didn't need the old testament sacrifices for forgiveness of sins, does that mean he doesn't need the new sacrifice(Jesus)?

The question is phrased the wrong was, God is perfect and complete, He does not need anything, but we need forgiveness and in the fulness of time the Father sent His only Son who gave His life for our salvation. In this way God revealed His love and mercy. When we understand the magnitude of this gift, then our response will be to give our lives back to Him.

The concept of penal substitution was 'born' among some protestant groups in the 1500's and there are many versions of this theory. From a Catholic perspective this view is historically 'late' and also proposes many theological contradictions. For example, some versions believe that Jesus the Son, was separated from the Father, which distorts a correct understanding of the Trinity. Indeed, we can speak of substitution, redemption, and our new status in the family of God. Yet, Lord's work of atonement is also very closely tied to His incarnation, resurrection and glorification. In the prayers of the Church, we refer to Jesus as our great High Priest and also Victim, the one who willingly gives His life for our salvation. Accordingly, in recent years, many of these protestant groups have moved away from this late theological development because they understand the more profound truth of our redemption in Christ.

In Ezekiel 8-11, the prophet recounts the Glory of the Lord leaving Jerusalem before the city was destroyed...In Revelation 21, we have an account of the New Jerusalem, an amazing description indeed.

In a general manner, all are called to leave the spiritual Babylon of this world and all that is opposed to Christ, to leave the slavery of sin behind, to come forth from this captivity, and to serve Christ our Lord as faithful disciples. In context, Rev 11 looks at apostate Jerusalem and then at Imperial rome which persecuted the Church, and its timeless message also has a general application because we belong to the heavenly Jerusalem (Phil 3:20), while all that is of this world is passing away. Hence, just as Israel left the slavery of Egypt behind and the exiles left the captivity of Babylon behind, so we are citizens of heavenly Jerusalem and we must leave every form of sin, spiritual slavery behind and serve Christ. The wedding imagery in Rev 19 and the description of the New Jerusalem in Rev 21 are also closely linked to this image. The Book of Ezekiel provides excellent background to these concepts in Revelation.

Fr. Herman Kramer in his great work on Revelation entitled, The Book of Destiny, shows that Christ will reign from the New Jerusalem, in His EUCHARISTIC Presence after His enemies are destroyed. The world will be Catholic. The social order of the earth will be restored and governed by the Social Kingship of Christ. This will happen after the destruction of the Antichrist but before the Last Judgement. When the 1,000 year reign of our Eucharistic King is ended there will be the final battle between God and Magog and Satan will be thrown down to hell forever. St. Jerome and other fathers of the Church rejected the idea that the 1,000 year reign was figurative and/or amillennial. I highly recommend Fr. Kramer's great book. It was the result of thirty years of study and his life's work.
