Project 9 uses a 8 channel relay board, an arduino uno and a HC-05 module. To code it look up videos about bluetooth with arduino. You should try to figure out the rest so you learn from coding projects like this

Looks like a opamp with a toggle ic. He uses the opamp to amplify the microphone input and most likely used a CD4017 for the toggling. schematic for toggle is on electroschematics, search for toggle switch.

No one does peltier cpu cooling correctly. When a peltier is placed between a cpu and a heatsink/cooler the hot and cold are in the same heat transfer "pipeline". The heat and the cold tend to work against each other because they are virtually a millimeter or two away. For peltier cooling to be effective, especially at load, the heat and cold need to be separated and only the cold sent to the cpu and the heat sent out of the case. Think, two water blocks, two pumps and two radiators. One radiator blows cool air into the case while the other blows heat out of the case.
