Electrostatics and circuits belong to one science, not two. These are discussed usually separately in textbooks and science and engineering courses. For too long has circuit theory been confined to analysis using math and has been depriving practitioners of the richness in its physical aspects. Watch the two videos listed below to learn about current and the conduction process and surface charges (using a unified approach to electrostatics and circuits at a fundamental level). The last frame of video #1 lists articles and textbooks which discuss all these topics in more detail. 1. kzbin.info/www/bejne/iHbWiJeabJukrsU 2. kzbin.info/www/bejne/bnO0fpKurJeFnNE You will also learn from the textbooks 3 and 4 listed in video #1 the physical processes which enable a current to know by what amount to split in parallel branches. Textbook 4 also discusses the operation of capacitors, inductors, transmission lines, pn junctions, antennas and other advanced topics all with a unified approach to electrostatics and circuits.

Looks like a opamp with a toggle ic. He uses the opamp to amplify the microphone input and most likely used a CD4017 for the toggling. schematic for toggle is on electroschematics, search for toggle switch.

No one does peltier cpu cooling correctly. When a peltier is placed between a cpu and a heatsink/cooler the hot and cold are in the same heat transfer "pipeline". The heat and the cold tend to work against each other because they are virtually a millimeter or two away. For peltier cooling to be effective, especially at load, the heat and cold need to be separated and only the cold sent to the cpu and the heat sent out of the case. Think, two water blocks, two pumps and two radiators. One radiator blows cool air into the case while the other blows heat out of the case.
