You can’t just walk in an ask for medical care. You need to put in a claim. Send him to the Texas Work Force or Veterans Commission. Veterans working claims and seeking benefits by themselves always get messed up because we have no clue how to navigate the VA system. Does he have a VA rating? What is the rating? Is he currently service connected on COPD. If any of those are “no” then the VA will turn vets away. If you aren’t enrolled in the VA near you. They won’t see you. So many issue with why the Health care side can’t help and they don’t know the process to put in claims. VBA and VHA are two separate entities that don’t communicate and have no clue what you the veteran are doing on both sides. Have this veteran stop talking and get help from someone that knows the process. A certified and or accredited VSO(veteran service office).
