These tags were updated, and now they say that the consumer is allowed to remove the tags, manufacturers and retailers are still not allowed because they are all about regulation, not allowing mattresses to have harmful materials.

That only applies to the seller and/or distributor of said mattress. It's meant to protect consumers from being sold unsafe products, per federal law for any and all interstate commerce.
