The same is then done for the upper arm down onto the lower arm, and the set screw on the front of the lower arm is tightened to secure that. Tightening doesn't lock any of the joints, but will increase resistance. When fully tightened, the joints will typically be difficult to move but can still be moved. If there are problems getting it tight enough, try backing the bolts out of their holes, add a drop of oil to the screw threads, then retighten the bolts.
