As sad and controversial it might sound, I don't think Horus was in control ever since that ritual. While Horus had his flaws, he always put his people and soldiers first. Always. And relied heavily on replies. He had his flaws, plenty, and sometimes acting childishly. But the good was part of his core personality. Something that got close to, almost stripped of him after that rituale. The moment his Demonic powers are gone, his personality is a bright opposite to what he is. Not corrupted or changed, but entirely different and polar opposite.

It’s crazier than that. Horus was about to win, and then Garviel Loken convinced Horus to abandon his powers as to not be a puppet for the chaos gods. Then the emperor stabbed Horus with an antheme blade and stored away his soul

Also although the comments about the Custodies requiring vast resources worth multiple planets to build is lore accurate let’s not forget that the Emperor created the Custodies before the great crusade during the unification of Terra. At the time Terra was isolated from the rest of the galaxy and he was still able to create the custodies including Valdor.

Yk if you think about a galactic spanning empire, custodies should be remarkably cheap with these numbers, I think the books had it right when they said "the price of a single custodies is measured in planets" cause there’s no way I can believe a simple 6.53 Billion dollars is accurate.

The average Custodians wargear is comparable to mutliple solar systems worth of resources. It is usually physically impossible to put a monetary value of Custodians do to the fact that each is literally a unique genetic work of art This video, and all its sources and points, would be more comparable to Space Marines

Besides its the emperor, if Vucan could building a perpetual motion engine, big E can most definitly upgrade and repair whatever scraps of tech he has to enough of a good condition to make a custodian, on Terra during the unification.

Yea, even in the book “Master of Mankind” where we get to actually see the Emperor’s 9 to 5, it’s never explained. Because understanding what the emperor is and where he came from would defeat the narrative point of the Emperor. As he’s meant to be a nigh omnipotent enigma. Every time we see him he’s trying to prepare for a future no one can see or understand, having this aura of mystery about him makes it way easier to justify and “Neither confirm nor deny” his actions. As when he messes up with us knowing nothing about him we can speculate “Or did he”
