The topography of Ireland during the Iron Age and upto the late medieval era was covered in forest. Not suited for wheeled vehicles of any kind back then. And we only started to drain the bogs recently. They got about on small sturty horses. This type of horse is what is called the Icelandic horse today and this is how the people of Iceland got about upto a few decades ago. And still do as there are few roads in Iceland even now.

Some more trivia for you, the Icelandic horse is probably the purist in the world as they banned importation around a 1000 years ago and they were alredy an old breed by then. A popular breed in Alaska too as there are very few roads there either. Also notice the way the horsemen that you showed on the silver work, they ride with their legs straight. The same way the Icelandic people ride to this very day.
