Is your payoneer active? If yes it usually takes 3 business days after linking Payoneer to Upwork before it can become active on Uppwork. If it has exceeded 3 business days, excluding weekends, you may want to unlink it and try it again, if it persists, then reach out to upwork support. Note also that the name on the Payoneer account MUST BE EXACTLY the same name on your Upwork profile
