I use these occasionally at work. You're not correct on how they work. They need a constant flow of pure oxygen (being shot through the center of the hollow rod) to maintain the exothermic reaction. It started with a torch or an electric striker. Once lit it needs no electricity to work. The only way to stop the reaction is to cut off the supply of gas.

Steel, stainless steel, aluminum, and even titianium can all be welded using SMAW. I have not personally seen titanium done, but I have been to stores that sell the rods for it!
