Makes sense, Yuki Kajiura is the composer for Madoka, as well as a few other popular shows. I can't place it exactly but I can't help but feel this was used in Madoka at some point

It's actually not, Kajiura doesn't really sample vocals, and these soundtracks are sung by different people, Eri Ito is the vocalist for Goddsib, while this is sung by Tokyo Philharmonic Chorus (Tokyo Konsei)

Best work of Kajiura to date, and I've heard it all. The classical undertones work so splendidly well with the Victorian style of the anime. I've two words to describe it: delirious insanity. And a fashionable composition of both.
