Didnt Sammy told Lincoln to say yes to anything Don Marcano asked of him? He should have. I think Sammy, once Lincoln told him what Marcano wanted, would have been the first in understanding the possible implications, resulting in probably him being eager to step down himself without Lincoln saying more than what happened. If only Lincoln would have told Sammy, he would have made the decision. But due to Lincoln inexperience, he brushed over it, not understanding what it meant.

Man, Donovan was the coolest character in the game apart from Lincoln himself. Guy was working the angles all along, pursuing his own vendetta while helping Lincoln with his and you really do get the vibe that his work is far from finished. I wouldn’t have minded a DLC or even a standalone game centered on him and his mission to take down the people who had JFK killed. Probably never happen but I can dream, right?
