Peoples who were scattered in the outer areas developed a polytheism of human-like gods who were flawed, capricious, and fought each other, and were responsible for storms, flooding rivers--basically every threat to human life in the wilds. Once people gathered into city-states, their religions morphed to be monarchical and magisterial (a king and law-keepers/judgement) because that was their urban experience.
