I was very intrigued by this so I decided to Google "Chef Harvey" and was sad to find his obituary as one of the first results. He was 80 when he died in 2016 so this video must be from some years ago, as he looks much younger here. His website is defunct but there are other videos of him showing garnishing techniques here on KZbin. Just search for "Chef Harvey".
