They were never cast in the movie. That information comes from a fake website where someone listed the cast for dozens of random characters (like Cat #13, Dog #21, etc) and used names of well known actors and singers. The movie never got for enough to hire (or even cast) secondary and back ground characters, and they certainly wouldn't be using expensive high quality talent for that either...

The original script/storyboards just ends with a scene in the future with Rover and Cleo getting a delivery from the stork (like the beginning of the trailer). And in the box is two kittens and a puppy... Then once they go inside and close the door we hear Cleo go 'Ewwww...' and Rover says he's going out to get a paper. Ends there. In a later version of the script it's actually a rattlesnake in the box instead of kittens... I feel like they might have been destroying the movie with re-writes...
