yes it can pull, it pushes to generate high and low pressure zones, the low pressure zones is where the particle will be. slight phase shifts or frequency shifts will change the location of the zones and so pushing or pulling it.

Because photons generally don't have enough mass to be able to affect bulk materials, unlike air molecules. There are such things like solar sails and ion thrusters, but those are quite bulky and/or weak.
