Actually DoD are prescribed by the entire organization as a standart OR they can be created by the SCRUM team. The whole SCRUM team, but only by developers

This is true - the Product Owner open exam says that the DoD is provided by the organisation, or by the scrum team if an organisational DoD is not available.

Namaste ITSM is a very broad field and some of the popular frameworks are a) ITIL 4.0 b) MOF 4.0 c) COBIT 2019 d) TOGAF 10 th Edition e) FITSM f) Lean IT g) SRE Any individual who is into service delivery would benefit by exploring all the frameworks and adopting a fusion of multiple frameworks , taking the best of each for the particular implementation For instance for a small scale operation, ITIL 4 may be resource intensive and thus a mix of ITIL 4 and Lean may work better Thanks
