Actually DoD are prescribed by the entire organization as a standart OR they can be created by the SCRUM team. The whole SCRUM team, but only by developers

This is true - the Product Owner open exam says that the DoD is provided by the organisation, or by the scrum team if an organisational DoD is not available.
