I have a doubt, does this chemical affect directly other species? Is it a toxic chemical?

In table 12.6 the costs per ton of sequestered CO2 of various CDR methods is listed. The cost of ‘Ocean fertilization’ are estimated to be between $50 and $500. I recently read an article and book by Peter Fiekowsky who estimates these costs at $ 0.03! This seems like huge difference. How is this possible? And frankly, at a removal of aprox. 1 trillion tonnes of CO2 from the atmosphere (which is needed to keep the earth inhabitable for humans in the long term), any method that costs more than $10 per tCO2 will be too expensive.
