Why don't cities (or even individuals) build cooling towers aka wind catchers? You could reduce your electricity consumption for a/c. Put them in homes, schools or other even in community buildings for people to cool off if the grid goes down. Look into ancient windcatcher cooling technology. I am in the middle of this book now, and loving it. I am amazed at all I hadn't known about Martha and George Washington but learning about Ona Judge, was thrilling. What strength and courage -- to escape from the Washington household then in Philadelphia without knowing how to read or write. This is a book that should become required reading for high school students but it is a book for everyone interested in American history and our unsavory and cruel past with slavery.
