I would say some of this industry was created because of predatory banks. Banks playing with accounts to get as many overdraft fees as possible, high minimum balances, checking fees and other things that make it expensive to have a bank account. I suggest instead of payday loans or banks, have credit unions that work with a mix of large accounts (so they can stay financially stable) and small and micro-accounts for the currently unbanked that fill the role of what payday loan companies have now.
