If anything, Blackbeard is more cowardly than Buggy. Buggy has the unique skill of rallying the commonpeople and marketing himself as someone they can trust. Buggy is a master at leveraging his unbelievable luck into advantages for himself. That is a skill that not many people have.

However, Buggy's such a weakling and that made Oda think of assisting him by adding Mihawk & Crocodile to the team, and it's off story-line's logic :)))) Now everyone has good relationship to Luffy has been powered up overnight :)))) for example, Shanks and Garp now can one-shot people at shichibukai or even admiral level :))))

Shanks now reaches his peak power that he never had at the first place. he is now 1000 times more powerful compared to himself in the first chapter (story timeline is 2 years ago). and about Garp, he was powerful but look back to marineford arc, even WB couldnt use haki and his gura gura no mi on the admirals so easily, yet Garp now can finish off someone at admiral level with just a punch

One of the biggest missed opportunity from Oda was the lack of investment to the bounty system in one piece. Bounty hunters could have been a more neutral force in the one piece world being in the middle of pirates and marines and posing a different kind of threat to the straw hats

Not exactly. They'd just be an inconvenience. The strawhats are, to be frank, the most unpredictable group of pirates out there. 2 literal cyborgs, one fishmen, Zoro being the 2nd strongest swordsman of all time... and chopper being an eldrich monster with more forms than people are even on the ship. Nico robin is an assassin, Brook is IMMORTAL, and Nami has the literal power of Zeus behind her. Then there's the legend Usopp, that even Doflamingo fears... and ALL OF THEM have Haki so powerful it would knock out the average human if they didn't constantly suppress it.

@@KobaltKai5215I think Baroque Work was the big bounty hunters organization that underworld ever had. With Cross Guild coming in, Oda definitely revived the bounty system to the higher scale, where pirates, marines, revolutionary, everybody has their own bounties

Reminder that there actually are bandits too, as displayed from Luffy's past, even if they don't appear anymore. Like, I'm not sure what the percentile is, but the world of One Piece is literally like 90% water. There's a very high chance you're going to be a "pirate" simply because of the oppressive grip the World Government has on the world, and you'd have to travel overseas anyways if there are things you want to obtain. So yeah, life of pirate.

No but in all honesty, the Cross Guild is currently the most dangerous organization in the New World. Even surpassing the Blackbeard Pirates. Let's compare all Four Emperors: - Luffy and the gang (even with the current manga situation) is only dangerous for the World Government. - Shanks and his crew is aiming for One Piece, and that's it. - Blackbeard Pirates are aiming for the same thing. But they still hunt Devil Fruits and generally just a loose cannon. - Cross Guild? They open a path so that everyone could be an enemy of the Marines and World Government. They make the protectors of the people into a target. Sure Buggy isn't the true leader, but the Guild's entire brand is so much more devastating.
