He probably used pen,airbrush and blur tool and oil water brushes I've got all of them btw. U can search the settings up in google :)

Is there a higher resolution version of this? Be real nice to cross-reference some of the settings used but it's hard at only 480p...

How do you guys do it when you just slightly run through the first color (darker blue), it get the mixed look and then it goes more to the lighter blue when you do it more times or harder? I mean the first step... I can't get that effect :( And sorry for my english

I think in the newer version of Sai it's called [Simple Circle] I've used it and it has the same effect
