Great scene that conveys the contrast of how people perceive Vito and Michael. Clemenza and Tesio don't respect Michael. So they question his leadership. They don't even bother to acknowledge him as the Don. They pivot to Vito, begging for his permission to leave the family. Vito is the only person in that room that believes in Michael. The only person. Michael earns Clemenza's respect at the end of the movie when Clemenza acknowledges Michael as....Don Corleone.

Mike told Tom that he's no longer needed and Carlo will be his right hand man when Mike had Carlo's ticket to Belize booked already. Mike had no intention of ever replacing Tom with Carlo, he just didn't want to tell his father that he was gonna make Connie a widow. Same goes for Fredo, he was allowed to live till mama Corleone was alive. The first thing Mike does at the beginning of the next movie when he gets betrayed is that he makes Tom the head of the family. Tom was never "out" out, Mike just wanted to shake out weak hands.
