It looks like i just found my own answer! It all depends if you collect the flag on Stage 1 or not. If you don't grab the flag you stay on the USA stages.

dont buy it its glitchy and sometimes failes to launch plus after completing the story mode you cant enter the hall of justice because the game crashes the moment you step foot on that part of the city and you have to system restart steam or redownload the game
