It's comically out-of-date nonsense that Detroit is on this list, as it is not only officially back in population growth again, but that growth is widely projected to only accelerate in coming years. It's been over 10 years now that the city has continuously improved, and done so on a very small - but balanced - budget. Along with this, while the crime rate is still high, it is at its lowest in 57 years, police response times have been cut in half, unemployment keeps falling (and if you drive, there are plenty of nearby white collar suburbs with unemployment as low as 1.8% which pay quite well by national standards), its homeless rate is lower than at least 25 other major cities (you don't see tents on sidewalks - Detroit has functioning shelters, and has never filled them all), it is affordable in even nice, clean, renovated, well-policed areas compared to other major cities, and the primary growth demographic are the young post-college age bracket moving in from other cities, who are buying up properties. Yes, everyone knows it's still rough in more areas than not, but every passing year is bringing more nice areas, and smart people know to buy before every last neighborhood becomes overpriced.
