There is a wrong notion about the word "interchange" here in the Philippines . Supposed to be that is called " exit and entry" When you say interchange - it is a continues expressway going to another expressway ( interconnected expressway that have the same speed limit of travelling vehicle ) and not to an ordinary road where they stop and slow their speed limit.

This world be fine is new money was created debt free and the public could even vote on the company to be used for the project. This makes the process democratic, the project debt free to citizens, and stimulates spending within the economy. The overall volume of money created like this can be controlled by different taxes that pull money out of the economy already. This tax revenue can then be recycled back into the economy debt free again as needed. This is how you can stabilize an economy, reduce debt for everyone, and provide needed services in an efficient, yet democratic manner.

absolute bullsfrog macaroni propaganda! how can anybody mix oil and water? we have a private sector that needs to maximize profits and we have a public sector that needs to take care of public welfare ie protect from predatory practices. SLEX has been paid up since 2000, it has become perpetual private profiteering entity. and managed by the skyway management, so what will be the incentive of the private entity if the corrupt government officials already handed them the monopoly? and why would the philippine government need private capital? it has good enough credit to go directly to the IMF/WB who destroyed the country in the first place. oh yes the IMF/WB is the one encouraging PPP!
