This dance looks choreographed ahead of time, so the lady here was likely not alarmed by any physical contact during the dance unless her partner completely went off script which he doesn't appear to have done. However, outside of a dancing partner or a romantic partner I wouldn't want anyone touching my thigh. Context is important.
