Menagerie was already overpopulated when we see Blake visit back home w/ Sun back in V4. There's already complaints that there's not enough to go around, but it's not turned to riots and capital punishment yet. However, there's also the original White Fang battle that tried to take out the entire Belladonna family, so there's that. Mistral was already mostly deserted & destroyed, and though businesses still got their recognition and daily jobs done, having an influx of people where they JUST suffered what was essentially a terrorist attack isn't the best place to put a ton of new people. They may have felt safer with a bunch of police there, but if the village was already in dire straits with just what little they had, I would imagine it would turn into a worse version of Menagerie if you sent them there. Vale is still under the control of Grimm for the most part after the school fell. There are small, peaceful sections, like Patch, but Vale is essentially a Grimm hunting ground now. Sending the refugees there would be just as effective as signing a country-wide death warrant, which is what keeping the citizens in Atlas / Mantle would mean... So that was out of the question. The only place left is Vacuo.

@@kirby3219 Mistral doesn't look destroyed to me, It's capital city is active as well as it's other city Argus. Both cities have food and shelter, what both the refugees of Mantle and Atlas need to survive after their kingdom fell. Still better than tossing the refugees of both Mantle and Atlas into a desert wasteland where they can die due to it's unforgiving nature.

@@samflood5631 Mantle, for better or worse, has been surviving on what is essentially scrap for a while before we find them when RWBY & ORNJ get to Atlas. They'd be able to survive in the desert a lot better than Atlas, to be fair. However, Mistral literally was targeted by the WF as a terrorist attack from Salem. Assuming Salem doesn't JUST want the relic (which was taken and eventually fell into Salem's hands anyway along with the Staff of Creation), the entire area around the school (giving a gentle estimate using Vale as a guideline) in what would essentially be a generous 100 miles (160.934 kilometers) of Grimm-infested Territory; which, again, is not a place to thrust two cities worth of now-terrified people with no weapons of their own to defend themselves. Only a farmboy, a huntsman, a huntress, and the Winter Maiden (as the portal falls) would be able to defend that many people, there's going to be a MINIMUM of one city being wasted due to the Grimm attacks, not to mention the casualties of an ill-prepared city to house the refugees and fight off the Grimm. Vacuo was the better option.

@@samflood5631 What military? Anyone that had weapons was part of Menagerie's peaceful WF that stopped the terrorist attack on the school. If you're talking about the people protecting Mantle that acted like knights (forget their name), then sure, maybe, but they would be stretched just as thin, if not thinner, by having so many people to protect. And as we can already see at the end of V8, people were being taken by the Grimm regardless due to their fear. Even though they are told all the while growing up that if you show emotion at a Grimm, it will just get more interested in you. That's why Ren's Semblance was a godsend in an earlier volume - and again in v7 - when he blacked out emotions of civilians on MULTIPLE occasions. I don't think Ren can handle what amounts to a single city's worth of populace, let alone 3, while also fighting off the Grimm. He needs a whole 2 teams to protect him and the citizens just cause there's that many people. Even w/ Jaune boosting Ren, we see him able to only cover about 30 people. That's not enough.
