4.0 pci/L is the “action level” (which was not determined based on the health implications) but the EPA recommends “considering” mitigation at 2.0 pci/L which still doubles your risk of lung cancer compared to 1.0 pci/L. If people were aware of this most would strive for < 1.0 pci/L. The 4.0 pci/L action level was not established based on health concerns but rather how low radon mitigation technicians could practically get radon levels in most houses in some random place in the USA. In reality it’s quite common to get them < 1.3 pci/L. Short term tests are notoriously unreliable. Just use it to quickly find out if you’re in trouble (and get mitigation done asap) but if it shows your radon levels are low you should do long term (months, preferably a year) testing because it can triple depending on time of year, weather and location in the house. Also things like flooding can permanently impact radon levels. Just buy a radon meter in addition to or instead of a test kit. Then you can continuously know what the levels are.
