if you're talking about tranquility, i dont run it in M+ so im not sure, in raids ill just use it whenever a lot of people are ticking down :p

first of all you should not overcap HOLY POWER becaues you lose dmg second before every spending you want to press hammer of wrath if you have it during wings or proced and if not you wnat to press judgement to buff you spender.. :D what i witnessed was so bad that i felt cringe :D you gonna insta jump few keys if you fix little details like that cause you doing a tank dmg because overcaping holy power :D
