At a hypermeasure level, the beat totals add up to multiples of 21: 5 * 6 + 6 * 2 = 42(21), (12 + 9) * 2 = 42(21) & (5 * 3 + 6) * 2 = 42(21). However, notating it as mixed metre probably makes for an easier read. Also, all the words beginning with capital letters - so, ignoring ‘of’ - in “The Esoteric Order of Dagon” add up to 21 characters but that is definitely just a happy accident.

Yes it does! And yes it’s much easier broken down plus as a musician when I’d perform something like that I’d always feel it subdivided in these kind of time signatures so I think it makes sense that it should be notated like that. :)
