Detuning.... Either by limiting throttle body plate opening, or some kind of restrictor plate usually.

The most common way this is done in GLTC is via throttle tuning. Effectively, once peak power of 250hp is reached, the throttle plate slowly closes to maintain said power across the remainder of the rev range. Another option is a restrictor but throttle tuning is easier generally.
