Haven't played CC in long time but I don't think he is canonically? Or at least isn't said to be outright? From what I remember though, he's the dramatic and more teasing friend of the group, passionate about stage plays (specifically the poetic romantic tradegy Loveless), and pretty, that being paired with his strong male friendships/bonds I think makes people headcanon him as gay or queer a lot :)
