In video it runs 80-90 fps. But it's seen well even on my phone screen which is very small. Have you changed resolution settings in video from 360p to 1080p?

Only when walked in town, outside of town it's 80-90% it's seen at the start of video. If you want lower usage, lock fps and switch to lower settings.

Is it cracked or legal Steam version ? Plus it doesn't launch at all or stucks while playing prologue? The problem could be that you using HDD storage instead of SSD. This game requires SSD to play it.

Well sadly but you can't play this game without SSD.... I tried it with HDD but screen always freeze in prologue. Plus you should search for other sites maybe files were corupted. Try to run game with "Administrator".

Hmm something strange. It shouldnt be low like that. How much GB RAM and what speed of it you have and what PSU using? And you should check if your computer using all ram because when I built my PC it was using 8gb ram instead of 16gb so had to change settings.
