Yes, even half a yard. Though I mostly buy in bulk for black and white but when I am making colored dresses, I buy small quantity that I will be needing.

It may not be as strong as it was when you’ve not wash it but not that it will become soft. It will still retain a good amount of stiffness. Are you sure you’re not using the lighter ones? Those ones can disappoint anyways. Better still go for crinoline mesh then.
