Too many riders let the horses & ponies get away with refusing, and instead of the riders giving them a couple of smacks with the whip, they just pat them.

Too many horses were refusing? And the riders were rewarding them with patting them, not one rider used the whip.

The girl at 57.31 certainly gave her horse a hard reminder with her whip, before she even started jumping.

Felt sorry for the second rider. When her pony refused the first jump, at least she gave her pony a good hard smack for it.
