Suggested PSU is a 250 W at minimum, it may work but I don't suggest using it with such a PSU permanently. Also this model doesn't require any external power connector but some models do so you may also consider that

It's caused by the drivers I think, you may use the latest crimson beta drivers. Turning it windowed or full screen, or changing any settings, resolution or at last restarting the game may also fix the issue for time being
