For anyone wondering this is Unbound Storms, a destruction spell exclusive im Anniversary Edition Skyrim. You mainly get it from a chest in Hob’s fall cave which is in between Winterhold and Dawnstar. You need either 100% magicka reduction so destruction costs nothing or a power that gives you infinite magicka for a duration of time. This is basically the same thing as using the Alteration spell Telekinesis to go to 100 alteration instantly. I recommend going to a secluded area if you’re gonna do this destruction spell trick because the spell has a radius and anyone within it gets attacked by it so you could get a bounty
