The tail seems too wide to be a Red Shouldered Hawk. I’m thinking it’s a Broad Winged Hawk.

Thank you for the comment! I thought that, too. But I showed someone else (an ornithologist) a couple of additional photos and she was pretty confident in juvenile red-shouldered. It doesn't help that I've seen red-tailed, red-shouldered *and* broad-winged in roughly the same spot over the past 2 months!

Hmm that's strange. The smaller hawks should be making territorial calls to ward the larger ones away. There's no reason for the larger hawk to be there unless it is in its nesting area. If that's the case, the larger hawk will fight the smaller hawk and win. The loser will endure the pain and then flee. Maybe they have built tolerance with each other because they don't get too close but don't interfere with the other hawk hunting. That's my guess.
