If you're just going for visual effect and want closest to the films, you'd probably just want a custom sort of bullet with less gunpowder and more tracer material, so the bullets would fire slower and burn brighter. At the very least, removing some of the gunpowder from each round would bring you closer to this effect.

It's just my opinion but I think that if you had to be 18 to buy them, and they had to be locked up when you weren't using them, and you couldn't give them to kids, then they should be legal. They appear to be equally as dangerous as throwing knives, which are perfectly legal.
