You probably got it figured out but 1, you are correct, and 2, for example 1/8th of inch is 0.125 and pronounced (125 thousandths). Same thing for (.005) would be said as (5 thousandths) n so on for any numbers in the 4th decimal place. If it was (.0125) it would be said as (125 ten thousands).

Can someone explain how this is useful at all? If the kids already know how to figure it out by multiplying straight across, why would you make them do all this none sense.

but why not just make improper fractions, multiply, then divide? i feel like this is just more room for kids to make mistakes

That is because some children need area models to help them visually see the problem. It helped a lot of my classmates, including myself.
