By "those fish," do you mean other species such as T. moorii? It's because of evolution. Tropheus and the other rock dwellers evolved in the rocky zones of the lake before the lake level rose to where it is now. The plants are relatively recent colonisers of shallow waters and so are the fish associated with these zones. Competitive exclusion and geographical isolation keep the two groups apart.

Definitely not P. schweinfurthii. This is Vallisneria aethiopica, I dived beds like these lots of times when I lived on the lake shore.
