why numbering is not starting from nitro group carbon

If we start numbering from the nitro group then the position of the substituents are at 1, 2, and 5 for -NO2, -F, and -C2H5, respectively, when we go counter-clockwise. On the other hand, if we go clockwise then they are at 1, 3, and 6. Both of these positions are higher compared to 1,2,4 (when we start from fluorine and go clockwise). NO2 is not a functional group. Therefore, we don't need to give preference to NO2.

2-methylbutanal has a chiral carbon at 2-position. Therefore, it can be considered as two isomers (R and S configuration) if the question says write down all isomers including configurational.
