Install and enable Sen enabler/Patch all/Patch packages only. This will solve the problem.

@David_Rivera You need to update your CFW via thumb/external ex/fat32 the same way you installed the jailbreak-firmware the first time, with the PS3/UPDATE/UPDAT.PUP set up. i had the same issue due to the sen-pkg when i foolishly uninstalled it after it hid the files/app's there should be no limit to how many times you can do this. it shouldn't erase anything but restored the CFW-layout to it jailbroken state. with the package manager and games folder back in place

Hey David I got the same problem but on HEN. I don't don't install package files and it's annoying I wanna install my shii back but I think you need to restore your whole PS3 and update it to the latest firmware.

I legit just spent all night fixing this problem myself same bull shit but all good now again had to reinstall the updat.pup file and start all my home brew apps all over again

Hello i found a fix for this! (its very simple) all you gotta do is install rebug D-REX 4.84 package manager will be reinstalled if you're system is not DEX you wont be able to do this
