Yes you can do it with out the programs the only one that is required somewhat is the first one to see what ids you should be looking for. it is recomended to use an action replay if your using a ds to see the secret id as you'll be pretty much shooting in the dark with out it.

i 100% agree with you with this banner. to add to that i believe this is a type of banner to pull once if you are able to and that is it no extra pulls. as you have to remember the Reprints are in a rotation per say so even though future banners will be at regular price these medals will come around again.

MrShadowlink the only good thing I can say for sure is, 10 VIP coins for 2200 jewels. this is good for f2p who don't pull often. those VIP boards are really good, but also really expensive. I would say that this is a legit beginner's deal, more than the one on NA at least.

Yeah this is a better deal for beginners looking to get vip coins. i would say one or two pulls would be good as you can easily recover those jewels in 2 weeks time and the boards start costing more to complete.
