You should precent a case to the city , that they change the style of the drains so debry can flow more freely. Also maintenace of the roads and landscape would help a lot. You put in fancy landscaping and streets, but don't consider a budgeting for the upkeep of these areas at all. Another is your people creating so much trash and throwing it out on the streets. Just my thoughts

What is irrational is cleaning the debry from the drain to the side of the road. Why don't you pick it up instead of creating another mess.

You need to stop putting your hands in the whirlpool! It's what we want to see, the water swirling, not your hands messing it up. Clear it let it drain, clear again if you have to but don't mess with a perfectly good whirlpool
