The reason for lowering the test scores are to graduate more kids! True. The back story is since 1965 kids are stupid. Some don't want to learn or can't. Pass any way. Have Lower the test grads to reflect the stupid ones. With brings down the ones that really want to learn. So there you are.

I love Carlin’s work, but dude had to think his audience is just as dumb as the people he’s talking about. All of us. He repeats every little point at least three times, like he’s trying to teach a child the most basic of information..
