So i got a question on a test saying put down the number of valence eletrons of this element, and i put 3. But she marked it wrong becuase she said you have to look at the configuration. And that the answer was 2. But the question did not ask "how many electrons are on the outer shell" and instead said "how many valence electrons are there". Would the answer for be 2 or 3?

Looking at 2, 8, 9, 2 there are 2 valence electrons. Remember when they say valence electrons, always account for the elections on the valence shell (last shell).
