If you have to water the jug because your winter is too dry, I would water from the bottom and let it soak up what it needs... just like when watering seedlings in trays. I use a cheap ($10) soldering gun outside to put holes in containers. It is so fast and easy. If I want a bigger hole, I just make a second pass or put pressure on the hole to one side to make it bigger. I like the hinge to be under the handle. Subconsciously, it just feels stronger to hold it by the handle side when moving the jug so it won't come apart as easily. Just a preference.
